BBC reports that "Venezuelan President Hugo Chavez has arrived in [gas-rich] Bolivia and signed a number of far-reaching accords with his counterpart Evo Morales.
The deals include alliances between the state-owned oil companies and new joint mining and fertiliser ventures." It further notes that, "On Friday, Venezuela also signed a deal - delayed by pressure from the US - for eight military patrol boats from Spain. Washington says Mr Chavez is working to undermine US influence in the region." Gee, George, ya think?
BBC notes that Bolivian President Morales called the alliance an "axis of good". Chavez, Morales, and a Cuban representative believe that their system will benefit workers, peasants, and indigenous people.
As far as George Bush knows, South America does not exist. No one there, apparently, ever threatened to shoot his daddy.

Actually, the US is beginning to wake up to South America. We've already cancelled any further military supplies to Venezuela and have been pressuring other countries (Brazil) to get Morales and Chavez is line.
However, since the current administration is unable to walk and chew gum at the same time (or ride a bike and wave at the same time), I think there's a chance for some real populist gains in that part of the hemisphere.
